CEQA (EIRs/ISs)

Compliance with the California Environmental Quality Act (CEQA) is one of Lilburn Corporation’s principal areas of expertise. Our experience includes environmental analyses for minor land development projects as well as complex and controversial projects that are initiated with public opposition. We have prepared hundreds of Initial Studies and Environmental Impact Reports for projects including mines, landfills, solar and wind energy development, master planned commercial and residential sites, and public works projects. Our staff’s fundamental understanding of regulations, policies, and procedures required for the acquisition of permits and approval of projects has gained the respect and trust of local, state, and federal agencies.

NEPA (EISs/EAs)

Lilburn Corporation is experienced in preparing Environmental Assessments, Environmental Impact Statements, focused studies, and Section 7 and 10 Consultations for land use projects that are on federal land, seek federal funding, or require federal permits. We are successful in completing accurate, legally-defensible analyses that satisfy environmental concerns, establish mitigation to meet both owner and environmental needs, and give the responsible agencies confidence in issuing a decision. Our experience includes preparing documents for use in decision-making by the U.S. Bureau of Land Management, U.S. Forest Service, U.S. Army Corp of Engineers, U.S. Environmental Protection Agency, U.S. Air Force, U.S. Navy, U.S. DOT Federal Highway Administration, Bureau of Indian Affairs, and the National Park Service.

Visual Analysis

Our in-house technology allows us to provide realistic visual simulations that are both technically and graphically accurate. By depicting a project condition that words, charts, and two-dimensional drawings fail to convey, we are able to present project plans realistically, providing decision-makers the opportunity to “see into the future.” 3-Dimensional visual simulations provide the opportunity for understanding a project’s environmental impacts and aid those responsible for the permit approvals. We conduct visual resource assessments utilizing methodologies established by federal and State agencies. Lilburn Corporation is experienced in the preparation of graphic displays and visual simulations along with assessments that assist local planning staff and decision makers in evaluating the proposed action and intended results.
